Step 1. Apply a matte blue eyeshadow onto the eyelid.

Step 3. Using a blending brush, fluff out the edges to extend past the crease.

Step 4. Highlight the inner corner with a gold eyeshadow.

Step 5. Apply a teal eyeshadow on the lower eye.

Step 6. Liner the upper lid with a black eyeliner. Extend the line a little past the outer corner to elongate the eyes.

Step 7. Apply mascara and add in false eyelashes as desired.

For a truly vibrant look, I applied NARS Doceur Blush sparingly on the cheeks and went a hot pink lipstick (MAC Outrageously Fun Lipstick).
